The East York rental market

Most of East York's apartment stock went up in the 1960s and early 70s, when Thorncliffe Park and Flemingdon Park were planned as tower neighbourhoods on former industrial and estate land. Those buildings are large, family-heavy and long-tenanted — see our pages on Thorncliffe Park and Flemingdon Park. Crescent Town, beside Victoria Park station, is a similar cluster further east. South of the towers, Pape Village, Woodbine Heights and Danforth Village are streets of post-war bungalows and storey-and-a-half houses, many with basement apartments, plus small walk-ups along Pape, Donlands and O'Connor. For owners of older towers the work is mostly mechanical: boilers, risers, elevators, balconies and the capital plan that keeps them running.

Apartment buildings & commercial property in East York

East York's apartment stock is mostly towers from the late 1950s to the 1970s. Thorncliffe Park was laid out as a ring of rental buildings along Thorncliffe Park Drive, Flemingdon Park followed with towers and townhouses around Grenoble Drive and Deauville Lane, and Crescent Town stands beside Victoria Park station. Smaller walk-ups sit south of Mortimer along Cosburn, Pape and Donlands, a short walk from Line 2. Suites are large, households are often families and tenancies run long. Commercial property is concentrated in the Leaside employment area on Laird Drive, Wicksteed Avenue, Esandar Drive and Research Road, which grew from older factories into a mix of trades, auto service, fitness, showrooms and large-format stores. Thorncliffe Park has industrial and office buildings on Beth Nealson Drive and Overlea Boulevard, Flemingdon Park has offices along Wynford Drive, and East York Town Centre anchors the plazas. Shops on Bayview, Pape and O'Connor often have an apartment upstairs.

Local rules, handled

East York follows City of Toronto rules. Apartment buildings with three or more storeys and ten or more units fall under RentSafeTO: registration, a posted tenant notification board, pest and waste plans and regular City evaluations. Since July 31, 2025 a rental renovation licence is needed before tenants are asked to leave for renovations under an N13. Toronto's rental replacement policies also apply when six or more rental units are proposed for demolition or conversion. Houses still need the annual Vacant Home Tax declaration, and renting by the room brings multi-tenant house licensing into play.

Across Ontario, the Residential Tenancies Act and the Ontario Standard Lease apply to most residential tenancies, and the rent increase guideline for units covered by rent control is 2.1% for 2026 and 1.9% for 2027. How the guideline works →

Will the Ontario Line and Line 5 change rental demand in East York?
