Hamilton may have the deepest stock of small multi-unit houses in the region. Thousands of 1900 to 1930 brick homes in the lower city were divided into duplexes and triplexes long ago, and since 2024 fourplexes have been permitted in the City's low-density residential zones. Plex & multi-unit management in Hamilton: the local picture

The lower city's grid holds the classic Hamilton plex: two-and-a-half-storey brick houses in Kirkendall, Strathcona, Durand, Corktown, Crown Point, Gibson and Landsdale, many with separate entrances added over the decades. Westdale and Ainslie Wood, beside McMaster University, are dominated by student rentals. On the Mountain, 1950s and 1960s bungalows in neighbourhoods such as Hill Park, Rolston and Bonnington take basement suites. Tenants include McMaster and Mohawk students, Hamilton Health Sciences and St. Joseph's staff, and Toronto commuters using Hamilton GO Centre and West Harbour on Lakeshore West. The LRT under construction along the King Street corridor will tie much of the lower city together.

Hamilton amended its zoning in 2024 to allow fourplex dwellings in its low-density residential zones, on top of the provincial guarantee of three units on most urban lots. Garden suites are permitted where a lot can take one. Separately, the Rental Housing Licensing program, first run as a pilot and made permanent by Council in December 2025, requires owners of rental properties with four or fewer units in Wards 1 and 8 and parts of Ward 14 to license each rented unit every year, and staff are to report on extending it to Ward 2 and then citywide. For two-unit conversions dating from before mid-1994, we test and record alarms and separations against the Fire Code retrofit standard.

Does Hamilton's rental licensing apply to my duplex?

If it is in Ward 1, Ward 8 or the covered part of Ward 14 and has four or fewer rental units, yes: each rented unit needs an annual licence. Council made the program permanent in December 2025 and asked staff to report on expanding it to Ward 2 and later citywide.

Can I convert my Hamilton house to a fourplex?

In many cases: since 2024, fourplex dwellings have been a permitted use in Hamilton's low-density residential zones, subject to the zoning standards for the lot. A conversion still needs building permits, fire separations and exits for each unit. We can model rents and costs per suite before you start.
