Downtown Whitby, around Brock and Dundas streets, has Victorian and early 20th-century houses, some already split into two or three suites. Port Whitby, near the harbour and Whitby GO station, holds older homes and newer infill. Pringle Creek, Blue Grass Meadows and Lynde Creek, built mostly in the 1970s and 1980s, carry back-splits and two-storey houses with full basements. Williamsburg, Taunton North and Rolling Acres followed in the 1990s and 2000s, and Brooklin, the historic village to the north, now has large subdivisions near Highway 407. Under By-law 8156-25, additional dwelling units in Whitby must be registered with By-law Services. Owners who received a building permit for a new unit after April 1, 2024 can apply for a one-time reimbursement of some Town fees through an incentive agreement, but must register the unit by March 31, 2027 or repay the incentive. Most urban residential lots in Ontario can now hold three units, and the Whitby–Pickering regional design catalogue offers ready-made suite designs. Every unit still needs fire separation, interconnected smoke alarms and a clear exit, which we test and log.

Do I need to register my Whitby basement apartment?

Yes: Whitby's By-law 8156-25 requires additional dwelling units to be registered with the Town's By-law Services. If you received the Town's incentive for a unit permitted after April 1, 2024, registering by March 31, 2027 is also a condition of keeping that reimbursement.

What is the Whitby–Pickering design catalogue?

It is a regional catalogue of additional dwelling unit designs shared by Whitby and Pickering, meant to make a basement suite or detached unit simpler to plan. You still need a building permit and a lot that fits the zoning, but it can save design time and cost.
