Downtown Whitby has century houses, storefronts with apartments above and a handful of older rental buildings around Brock and Dundas Streets. Port Whitby, near the harbour and Whitby GO, has townhouses and newer condo and rental buildings. Blue Grass Meadows, Lynde Creek and Pringle Creek are 1970s–90s family subdivisions; Williamsburg, Rolling Acres and Taunton North are newer. Whitby passed an Additional Dwelling Unit Registration By-law (By-law 8156-25), so ADUs must be registered with Town By-law Services. Owners who took the Town's ADU incentive, funded through the Housing Accelerator Fund, must register by March 31, 2027 or repay it. ADUs are allowed in certain detached and semi-detached homes, subject to zoning and the Building and Fire Codes. Whitby and Pickering also share an ADU design catalogue. Durham Region provides water, transit and social housing; the Town handles zoning, permits and property standards.
