The Pickering rental market
South Pickering — Bay Ridges, West Shore and Rosebank — is mostly 1960s–70s houses and townhouses near the lake, with a few older rental apartment buildings near Liverpool Road. Amberlea, Brock Ridge, Highbush and Dunbarton are 1980s–90s family subdivisions where basement units are common. The City Centre around Pickering Town Centre and Pickering GO is where the density is going: new condo and rental towers on former mall parking lots, close to the 401. Seaton and Duffin Heights are new detached and townhouse communities. Commercial property runs along Kingston Road and Brock Road, with industrial land along Bayly Street and around the 401 interchanges. Ontario Power Generation's Pickering station is the city's best-known employer.

Pickering's apartment stock is small but changing. A few older rental buildings sit along Kingston Road near Liverpool Road, around Glenanna Road and in Bay Ridges near the waterfront. The City Centre around Pickering Town Centre is the growth zone: new rental and condo towers are going up on former mall parking, linked to Pickering GO by a pedestrian bridge over Highway 401. Tenants include Toronto commuters, young families and workers at Ontario Power Generation's Pickering station. The main industrial area lies south of the 401 along Brock Road, Bayly Street and Squires Beach Road, where multi-bay buildings and older plants serve fabricators, suppliers and trades; older waterfront sites can raise power and environmental questions. Durham Live, the casino and entertainment complex beside the 401, has added hospitality uses. Retail runs through Pickering Town Centre, Kingston Road plazas and Brock Road power centres, and Seaton's employment lands along Highway 407 are planned for large-format industrial.

Pickering requires every additional dwelling unit to be registered with the City under By-law 8040/23 — basement apartments, coach houses and garden suites alike — through Building Services and Fire Services. Up to two additional units are now permitted on most residential lots, in line with provincial changes under the Planning Act. Pickering and Whitby also publish a shared design catalogue for additional dwelling units. Durham Region provides water, wastewater, transit and social housing; the City handles zoning, permits and property standards.
