Owning a rental building in Toronto usually means owning something older than most of its tenants. Much of the city's purpose-built stock went up between the mid-1950s and the mid-1970s, and it still runs on original risers, boilers and balconies. The rent roll mixes long tenancies with new leases, and the City inspects closely, so operations, records and capital work all have to stand up to scrutiny.

Toronto's rental towers cluster where the subway met the 1960s apartment boom: the slab towers of St. James Town near Sherbourne station, the Jameson Avenue strip in Parkdale, and the rental row on Broadway, Redpath and Erskine in Davisville. Pre-war three- and four-storey walk-ups fill the side streets of the Annex and the Danforth. Line 5 Eglinton, in service since February 2026, has made mid-century buildings along its route easier to lease, as long as suites and lobbies keep pace with the new condos beside them.
Buildings with three or more storeys and ten or more units register every year with RentSafeTO, keep cleaning, pest and waste plans, run a tenant service request process and go through City evaluations. Since June 1, 2026, RentSafeTO buildings without in-suite cooling but with an indoor amenity room generally must keep that room at or below 26°C through the summer. Where air conditioning is supplied, suites must stay at or below 26°C, and heat must hold at least 21°C in the heating season. The Rental Renovation Licence by-law, in force since July 31, 2025, requires landlords to apply for a licence within seven days of serving an N13. Does RentSafeTO apply to my 8-unit walk-up?
Usually not, because RentSafeTO covers buildings with three or more storeys and ten or more units. A smaller walk-up still falls under Toronto's property standards, heating and cooling rules and the Ontario Fire Code, so the maintenance obligations remain even without registration.
Can you take over a Toronto building with open City work orders?
That is a common starting point. We collect the orders, inspection reports and deadlines, then prioritize the items with fines or re-inspection dates attached. Owners get a written plan with contractor quotes before any spending above their approval limit.
